Sacramento County provides criminal defense counsel when the Public Defender's Office has a conflict in a case and cannot represent the criminal defendant and the Conflict Criminal Defenders' (CCD) office

cannot provide representation. This representation is provided by SCBA members who are part of the SCBA Indigent Defense Panel. Cases are assigned to panel attorneys by the Executive Director of Conflict Criminal Defenders. The role of the Indigent Defense Panel is recruiting, classifying, and providing peer review oversight for the attorneys who are assigned by CCD and paid by the County.
