International Human Rights and Domestic Crimes Against Humanity Committee

The purpose of this committee is educating the public and members of the legal community about issues related to international human rights and domestic crimes against humanity.

The SCBA promotes this committee as a vehicle for non-partisan education regarding topics within the committee’s purview, and unless expressly stated otherwise nothing this committee publishes or that is discussed at committee events should be considered an SCBA position.

Police Reform Proposals

The killing of George Floyd has prompted calls for police reform at all levels.   The following is information regarding two bills and a federal Executive Order:

 

HR 7120

On June 8, 2020, Karen Bass (D-CA-37) and 165 co-sponsors introduced H.R.7120 - the Justice in Policing Act of 2020 -“A Bill [t]o hold law enforcement accountable for misconduct in court, improve transparency through data collection, and reform police training and policies.”

PRESIDENTIAL EXECUTIVE ORDER

On June 16, 2020, President Trump issued an Executive Order on Safe Policing for Safe Communities.
